Qatar New Industrial Designs Law:
Qatar has issued Law no. 10 of 2020 on the Protection of Industrial Designs on 19 April 2020 which is an invalidation of old design law issued in 2002 the Implementing Regulations of which have never been issued. We will keep a close follow-up till issuance of the Implementing Regulations of above law to keep you advised of design registration procedures and official fees involved I design protection. Prior to this law and till the patent office starts receiving new applications for registration of designs the only available way of protecting designs is publication of cautionary notices at regular intervals in local Qatari newspapers which helps in claiming ownership pf designs in infringement cases before courts and also alerting third parties against possible infringement.
New Official Fees in Ghana and Angola
The Registrar-General’s Department in Ghana announced a 20% increase in official fees for trademarks and patents which will enter into force in Ghana on 19 May 2020. The official fees increase came pursuant to the parliament of Ghana ratification of increase of official fees collected by the Registrar-General’s Department. JAH always try to maintain its professional charges without increase.
The official fees for filing and prosecuting of trademarks, patents, designs and utility models in Angola have been increased. This increase which is pursuant to Presidential Decree no. 02/20 was published in the Government Gazette of 04 March 2020 and came in force on 20 March 2020. One of the noteworthy changes in the official fees is that the filing, publication and registration of trademarks are paid upfront on filing.

MENA jurisdiction measures against the global pandemic (updated 03/05/2020)
AFGANISTAN: All operations suspended until May 9, 2020 and deadlines have been extended to the same date as no IP transactions are available.
ALGERIA: Limited working hours as of March 22, 2020. A grace period of one month will be granted once business is back to usual. IP transactions are available but for limited cases.
BAHRAIN: The TMO is functioning normally. No extension of deadlines announced as all necessary documents are submitted online.
DJIBOUTI: All operations suspended until further notice and deadlines to be met during this period will be automatically extended until the TMO reopens for business.
ETHIOPIA: Trademark & Patent office is operational. All legal deadlines have been extended up to 19 July 2020.
EGYPT: All services at Trademark and Patent offices are suspended until 26 May 2020 and deadlines for patent have been extended to the same date; i.e. 26 May 2020; however, the Trademark office started as of 27 April working partially with limited working hours and reduced number of staff whereby the TMO has allocated one day every two weeks for each agent to submit new trademark applications and renewals and new patent filings with deadlines.
GAZA: Fully operational as of 3 May 2020 with except to Tuesday which will be for internal work and not for receiving applications from agent
IRAQ: TMO started partial operations on 27 April 2020 with limited working hours and reduced staff number. All trademark transactions are available except trademark search and filing new trademark application. Patent transactions are not available except cases with deadlines.
IRAN: TMO working hours reduced with most staff working remotely. No extension of deadlines announced yet as all IP transactions are available.
JORDAN: Complete lockdown until May 23, 2020 and all legal deadlines have been extended to the same date due to force majeure. However, the TMO started partial operations with limited working hours and reduced numbers of staff as of 27 April 2020 and therefore, it has now become possible to undertake IP cases online though with some delay in processing without the necessary documents at the time of submission for filings.
KURDISTAN (North Iraq): All operations suspended until May 20, 2020 and deadlines have been extended to the same date. No IP transactions currently are available.
KUWAIT: All operations suspended until May 28, 2020 and all deadlines related to IP prosecution and litigations have been extended as of 12 March to the date to be decided on resuming of usual operations of the TMO. IPO is totally closed and no IP transactions available.
LEBANON: Complete shutdown till May 10, 2020; but the TMO is operational partially in rotation with limited staff from 6/4/2020 prioritizing cases with deadlines, renewals and annuities. No extensions announced.
LIBYA: The TMO Is operating partially with reduced number of hours and no extensions announced yet. All Ip transactions are available without the necessary documents at the time of submission
MOROCCO: The TMO is functional for all online services with recordals being suspended for the time being until 20may 2020 and deadlines involved are suspended until further notice.
OMAN: All operations suspended until further notice and deadlines to be met during this period will be automatically extended until the TMO reopens for business.
PAKISTAN: All operations suspended until further notice and deadlines have been extended to the same date. No IP transactions available.
QATAR: The PTO is functioning with reduced number of hours with only 20% of staff working at office and rest working remotely; they are only accepting physical requests for renewals and oppositions. All actions to be undertaken online continue without hindrance whilst recordal actions are suspended until further notice.
SAUDI ARABIA: The TMO is functioning normally as most of the functions are be undertaken online with submission of requisite documents online. Official deadlines, submission of documents have been extended until 3rd of May 2020; however, for now, any procedure can be undertaken by use of simply signed POA. The E copies of notarized and legalized documents only can be submitted within the new deadline to be announced by Saudi Intellectual Property Office at a later stage.
SUDAN: All operations suspended until 09 May 2020 and deadlines have been extended to the same date. No IP transactions are currently available.
SYRIA: All operations suspended until further notice and deadlines to be met during this period will be automatically extended until the TMO reopens for business.
TUNISIA: All operations suspended until further notice; however, urgent matters can be filed (priority applications) renewals and annuities.
TURKEY: The TMO is operational and accepting only online flings. All deadlines as of 13 March to 30 April 2020 will be calculated as 1 May 2020 based on the remaining days of current deadlines between above dates.
UAE: The TMO is functioning normally as most of the functions are undertaken online and necessary documents are submitted by email/upload. No extension of deadlines announced yet. Actions requiring legalized documents can be filed without necessary documents which can be submitted later.
WEST BANK: All operations are suspended until the end of April and deadlines to be met during this period will be automatically extended until the TMO reopens for business.
YEMEN: The TMO is functioning normally; no extension of deadlines announced yet; however legalized documents are no longer required and can submitted at a later stage and applications can be submitted with simply signed powers of attorney whilst certificates and opposition decisions shall be withheld until legalized powers of attorney are submitted.
GCC PATENT OFFICE: The patent office is closed but all operations are carried out online without original documents and no extension of deadlines are made. Original documents cannot be submitted at this time.
